Plumbing is a technology over 2,000 years old.
The WW does have automobiles, the Knight Bus, Ministry cars and the
horseless carriages. Electrical devices do not work well in proximity
to magic. 

In many ways it's the Muggle World (MW) which is playing catch up.
Flying brooms (and carpets) predate any form of aviation.
Owl post only requires you to know the name of the person you wish to
contact, not where they might happen to be at the time. Muggle
communication technology has just recently managed portable video
conferencing. But has yet to manage any form of teleportation.
