Actually it was Cedric that got burned by the Swedish Short-Snout during the first task of the TriWizard Tournament GoF ch20 pg359.  Harry on the other hand was struck on the shoulder and cut by one of the spikes on the tail of the Hungarian Horn Tail GoF ch20 pg355.
