Pat replies:

I remember seeing that chat, too, and that one little throwaway 
compliment by JKR to a fan took on a life of its own.  I think the 
character that you're referring to that got "written out" was the 
Weasley cousin we were supposed to meet in GoF.  I remember JKR saying 
that a character like Rita Skeeter was a better fit for the plot.  Don't 
know where to find the transcript, but I'm sure it's in the archives 
somewhere.  No Icicle was written out, and I'd be surprised to see one 
in the book, except perhaps as a filler name during a Sorting or 
something.
