Remember in OoP, Harry learned the secret of 12 Grimmauld Place not 
by word of mouth but by memorizing a piece of paper.  Dumbledore did 
not have to be face to face with Pettigrew to be in on the secret.  
All Peter would have to do is write a little note to Dumbledore.  
And if he disguised his handwriting, how would Dumbledore know it 
was Peter rather than Sirius?
