Could it also be that something about Knockturn Alley keeps Witches and
Wizards who don't practice the Dark Arts (or are supposedly "dark creatures"
like giants...) out of their section of the Floo Networks and the alley
itself?

Hagrid could get in because he's half-giant...

Harry could get in because he bears some of Lord Voldemort in his being...
