I don't want Dudley to have magical powers. He beats smaller kids
up. We don't want him running around hexing and cursing people.
We already have Draco, Crabbe, Goyle, Pansy, etc. We have plenty
of evil adolescents with wands. We do not need more.

Same here I don't think he would either. In fact,
it may not be legal to deny muggleborns their magic.
