I think that maybe they get an extra letter and maybe a visit from 
someone like McG or Dumbledore. Can you imagine someone turning down 
sensible McG when she shows up for tea, or not being persuaded by 
Dumbledore when he shows them what their child can be. I think they 
make visits earlier in the summer but didn't send someone to Harry 
because they thought that the Dursley's would understand; they did 
know Petunia before, so maybe they assumed she could help him.
