Yes, but I think the explanation given is that Voldemort can put 
the "visions" into Harry's dreams/mind because of the link they share 
via the scar after the rebounded AK.
So I don't believe that Voldie is playing with Percy's mind.  I lean 
more towards the Percy under the Imperious curse.  I think he has 
been under the Imperious since GoF after Barty,Sr. disappeared.
