Well, goodness knows I love responding to posts, and I've just come up
with a theory! The boring, logical part of the explanation is that
only ten DEs were assigned to that job, so plenty of them did not
attend. But why pass over Goyle in particular? I think I found the
answer to that very near the end of the first book:
"Harry had almost forgotten that the exam results were still to come,
but come they did. [...] They had hoped that Goyle, who was almost as
stupid as he was mean, might be thrown out, but he had passed, too. It
was a shame, but as Ron said, you couldn't have everything in life."
So there you have it. Like son, like father, eh? Goyle Sr. was too
stupid to be sent on such a sensitive mission!

actually believing this might well be true, but writing with tongue in
cheek due to the tenuousness of the evidence...
