  In SS, Fred tells Harry that "We (Gryffindor) haven't won since 
Charlie left".  That implies a quidditch season without Charlie.  The 
twins are only in third year in SS, so thier first year must have 
been Charlie's seventh.  The twins are 18 by the end of Harry's fifth 
year, so Charlie must be either 23 or 24.  Bill could possibly be as 
young as 24, or as old as 31 at the end of OoP.  Bill can't have been 
older than 17 when Ginny was born, because she remembers him going 
off to school.
