I don't think so. Percy may have been an accident, and maybe they
wanted him to have a brother/sister closer to his age than Charlie
(why they had another child). But this "other child" turned out to be
twins. So if Mr. and Mrs. Weasley really intended to not have any more
children, they would have stopped after the twins. After all, that's
three more children than they "originally" wanted, in your theory.
