He's not the only one who says it either. At the end of GoF Molly 
says that it's "Arthur's love of Muggles that has kept him back at 
the ministry all these years."  When I read that, I said, "ohhhhh." 
Makes sense, doesn't it?  Why hard-working, good-hearted, PURE-
BLOODED (since that's so important to the ministry) Mr. Weasley 
doesn't make more money. And it's almost noble, he probably could 
have moved up in the ministry, but he loves his dear Muggles too 
much. He basically *IS* the Misuse of Muggle Artifacts office, isn't 
he? What would happen if he left?  

It's amazing none of his children resent the Muggles for it...
