A couple of points: 1)to expel Draco would mean expelling children of 
all known DEs, which would likely be a significant portion of 
Slytherin House. 2)DD has emphatically stressed the importance of 
CHOICE over circumstances of birth, and so to expel students simple 
b/c of blood relationships would, I think, not be palatable to him.

That said, however, the climate will likely change drastically post-
OoTP. Perhaps DEs will begin summoning their children home from 
Hogwarts and away from DDs influence.
