The moon is also Lupin's boggart. Maybe Luna is more dangerous to
Lupin than PP's silver hand?

The Moon is also the essence of the feminine principle, representing the 
Goddess in many traditions. Perhaps, like the Moon Goddess, JKR is indicating that 
Luna is "untouchable"?  (Sorry, H/L shippers!)
