I think they probably would have too. I mean Harry undoubtably is isn't he, he grew up with the Dursleys and went to Muggle school. I would have thought Wizard children in Pure Blood families (Weasleys?) would go to Muggle School, to learn to read and write and such but clearly they didn't as they know very little about muggle life. Also, though, if Harry is registered as 'existing' then they would have to note down his school when they fill in the census (sorry can't spell) form every few years? That would cause problems I believe, so it might be safer not too.
On the other hand, a muggle could inform the government of illegal immigrents if they aren't registered and get them arrested... I suppose they would use magic to get out of that one!
