Well, every ghost in the world *is* a wizard.  In OoP, Harry asks Nick about people coming back:
OoP American Hardback pg. 860

"So you came back, didn't you?" Harry urged him.  "People can come back, right?  As ghosts.  They don't have to disappear completely.   *Well*?" he added impatiently when Nick continued to say nothing.

Nearly Headless Nick hesitated, then said "Not everyone can come back as a ghost."

"What d'you mean?" said Harry quickly.

"Only ... only wizards."

See?  I don't think Nick would lie to Harry, Nick has no reason to lie to Harry.  I assume that Nick would know.  This seems like something Hermione would've read in a book...
