The law that regulates use of wands by students is 'The Decree for the
Restriction of UNDERAGE Wizardry'. Since Hagrid is nearly 70 years
old, the Underage restriction does not apply to him. I think three
years of formal schooling and a lifetime of experience would qualify
him for a wand, if his name was formally cleared.
