Sorry, but no go. The point of time-turners is that you can only
prevent events which haven't happened yet, not change the past.
Sirius hadn't yet been Kissed when Harry and Hermione woke up, so I
think your memory deceives you a little bit. If Fudge had had the
Kiss administered as soon as he got his hands on Sirius, no time-
turner in the world could have saved him, which is why Dumbledore is
in such a hurry.

Have to disagree on the time turner issue. If it can only apply to
events that haven't happened yet, how can Hermione turn back time to
attend a class/exam that is already over? Throughout PoA she was
doing just that going back to attend classes which were already
finished.

P.S. I think Sirius will come back in some form or fashion (whether
alive or not) but the time-turner will not play a part in this.
