Well, it could also be that protection from Voldemort also prevents him from
ordering his minions to go and kill Harry.  (He doesn't register the address
important, he gets distracted, or just can't do it...)

As to whether or not someone like Malfoy has ever considered taking the
initiative to go off and find Harry to kill him on his own is something
else.
