There is no canon to suggest Sirius had a wand in GoF.

I think this is just going to be one of those things that are never 
explained.  Sirius needed to have a wand in OoP, so he's got one.  I 
like to think that there are shady characters engaged in a thriving 
black market in Knockturn Alley, where any sort of magical item can 
be found, for a price.  Perhaps Mundungus was assigned to go out and 
find one - he seems the kind of guy who has all sorts of questionable 
connections!
