This is probably a tres stupide thing to ask, but why couldn't Sirius 
have just gone to Ollivander's and bought a new one?

There's this whole bit with Sirius being an escaped convict. I don't think he can exactly walk into Ollivander's and just go, "Hey, Ollivander, hook me up!" ^_^;; I wouldn't doubt the existence of a black market of sorts for wands, though.
