Ollivander is not the only one who makes wands.  He didn't make Krum's 
wand or Fleur's wand either.  This means there are OTHER wand makers 
Sirius can get wands from, some in countries where he is not known to be 
a wanted man.  And certainly if there is mentioned at one point a shop 
with 'used wands', then wands are not that hard to get.
