Now me:
I think Dudley was thinking about something far worse. The book says 
Harry wondered what Dudley could possibly have thought of, so it 
would probably be an incident he (Harry) was not aware of. Even 
though the Ton-Tongue-Toffee and Pigtail incidents were unpleasant, I 
don't think they were dementor-worthy.
