Don't forget that they didn't have to be in the Order
to help out. There are less than thirty people
mentioned in connection with the Order. I can't
believe that only thirty people in the entire WW were
doing anything against Voldemort.
It's quite possible they were contributing even though
they weren't part of an organization. Or they may
have been other "orders" as well (probably less
powerful though, as they don't have Dumbledore).
