Perhaps werewolves are resistant to magic.  In OoP Umbridge and her 
cronies have a tough time trying to Stun Hagrid.  When Harry and Ron 
ask about it, Hermione says that it must be the giant blood in him.  
If giants are somewhat shielded from magic, is it that much of a 
stretch to think werewolves would be too?
