Not an unreasonable question.
But maybe it's as simple as saying that perhaps shapeshifting is a magical
defence against both these spells. When Remus is transforming, he's not the
same configuration from one moment to the next. Perhaps for the spells to
work, one of the prerequisites is a person who's _un_changing...
