Also, keep this in mind: Not only does Snape have to know all the
potions he teaches,  he needs to know all the possible results of a 
botched potion and be ready with counters for the more dangerous
ones. Think of the shear amount of knowledge you would have to 
have for this. I could easily see potions masters that are able to
teach as being rare.

I can also see how students like Neville could lead to a nervous
breakdown. Add to  that being a double agent, and I have to 
wonder how much of the way he acts is due to stress...
