Evidently not. Remember my post(s) pointing out that the note from
Mafalda Hopkirk was written in the passive voice: "A hover charm *was
performed*"? The MoM apparently assumed that it was performed by the
only known wizard in the area, but they didn't accuse him straight out
as they did in OoP. Which is how we got onto the wand vs. wandless
magic aspect of Underage Magic in various threads awhile back.
Possibly those posts were among the thousand or so that were written
while you were away from the list. . . .
