As to the way the gifts are send, in PS/SS (I believe or other it is 
CoS, a bit too lazy to look it up, sorry) the Dursleys -kind of- 
thank Harry for the card he has send them and return that by sending 
him his gift. Harry will have send his card by means of Hedwig, so 
my guess is that the Dursleys send Harry's gift by return owl, no 
matter how reluctant they might have been to use Hedwig.

Just my thoughts.
