I agree that he should confide in Lupin, who of all people most
understands what he feels about Sirius. But given his tendency to
conceal his feelings (other than anger) as much as possible, I'm not
sure that he's ready to do it. I think that a first step would be
asking questions to gain knowledge, as he tried to do with Sirius (who
unfortunately, having been in Azkaban for twelve years, didn't have
all the answers). Then, having established that he can trust that
person to answer his questions, maybe he'll feel safe in confiding his
feelings. Being a boy in a stiff-upper-lip culture, he may still find
this difficult with Lupin, even if Lupin makes the first move.
I think that Harry's first move will be to accept Mrs. Figg's
invitations to tea (which, like most of JKR's little hints, are not
dropped without a reason). He can ask her the questions he wanted to
ask in OoP and maybe, if he finds the answers satisfactory, confide to
a grandmotherly figure things that he can't confess to a man,
especially an admired man like Lupin, for fear of seeming weak.
