We have too many unknowns to make this assumption. We do not know either Charlie's or Percy's birthdates. Neither do we know the admission criteria for Hogwarts, if all children born in 1970 (for instance) are addmitted in 1981 (eleven years later) and let Charlie's birthday be Dec 20th and Percy's be Jan 4th with two complete years between then we have a three year gap in their school years and no flint.
