I guess in a way, I'm going to play devil's advocate here...maybe what we need to realize is that it might just be an ill advised use of words on JKR's part, at least in the sense that it leaves an opening for misinterpretation.  Elected does mean chosen and it could be that JKR simply meant that he was the newly "chosen" head boy, meaning DD did the chosing, but decided to use the terminology "elected".
