I'm not convinced DD knows **all** that goes on...but even if he truly does, why give away that secret?  Let somebody else frighten the kids into minimizing their misbehaving!

Filch is a Hogwarts fixture too. It seems part of the academic "hazing" that toughens-up young wizards and witches, gives them things in common, and shared memories of their school years. Apart from finding anyone who would undertake the nasty job of cleaning up the castle constantly, Filch has shown himself to be remarkably durable, even when under the weather. I also don't remember too many times when he has actively sought to get a student in trouble. He's certainly quick to identify any who *may* have, or *might* be breaking any rule (his or the schools). Like Snape, his nastiness is one of the things that makes Hogwarts a unique place. It's just one of the things you'd generally prefer to avoid, though . . .
