As for why the Dursleys bought glasses for Harry - when I was a child,
our public schools had mandatory eye screenings where someone from the
county (state?) would check our vision and alert our parents if we
needed glasses.
I imagine that something similar happened to Harry; one of his
teachers or the school nurse alerted the Dursleys to the fact that
Harry needed glasses, and the Dursleys were forced to get him glasses
or face the higher-ups in Harry's school (e.g. the principal) who
would no doubt raise a fuss if Harry did not receive the glasses that
he needed to do his schoolwork.
