OHHH...What an idea!  Perhaps there is a portrait of Phineas in 
Malfoy Manor and perhaps Lucius has enough sense not to do anything 
incriminating in front of it. Or maybe the portrait in DD's office 
only had to obey commands but is not compelled to offer information.

For that matter, there could be portraits of Phineas all over the 
place!  I'll bet there was even one in the Snape house!
