The baby boy at that point is fifteen months old. There's no way to
know how much hair he had or what color it was. (My own hair was
almost black at birth but that baby fuzz was replaced by golden curls,
which lasted till my mother cut them off when I was three. Now, alas,
my hair straight and sort of brown.)
In any case, Harry (originally a nickname for Henry) is just a name
that JKR liked. I don't think it's intended as a pun. Besides, "hairy"
suggests hairy all over--fuzzy back, fuzzy arms--ack.
