Now AmanitaMuscaria :
I always thought the Dursleys' presents were part of the protection - 
an extreme example of 'it's not the gift that counts ...'
Whether because they're forced to or not, the mere fact of them 
sending something ( Vernon's old socks, a coathanger, a tissue, 50p) 
means the protection is reinforced. Otherwise, I doubt they'd bother -
 same with the 'birthday presents'.
