Harry's first year Christmas gift:

"A second, very small parcel contained a note.
__We received your message and enclose your Christmas present.
 From Uncle Vernon and Aunt _Petunia.
Taped to the note was a fifty-pence piece."
So I assume they were responding to his message delivered by Hedwig, and 
had to enclose something to stop her from pecking their hands.
