Weird thought about LV & Wormtail and dark mark / Dursleys Not in 4th HP Movie

Perhaps there is a charm automatically on all DE's Dark Marks that
make them invisible to all but other DE's, and Moody's eye is
powerful enough to see through this charm. But why would he keep
this a secret? Sirius didn't know about it in GoF when he
said "[Snape] showed Karkaroff something on his left forearm? Don't
know what that could be..." (from memory). Wouldn't the Ministry
want the magical community to know about the Mark so they could
judge people for themselves? This actually leads me to the
conclusion that once Snape started working for the good side he
told them about the Mark thing. But this happened before
Karkaroff's trial, and why would they let Karkaroff out of Azkaban
on one name when they had this information from Snape that could
give them multiple DE's?

He also said he hoped there would be a fan revolt. A couple of
petitions have sprung up on the topic. My deepest apologies
for "advertising", but some coherent adult responses would be
greatly appreciated, as many of the comments are from kids who
haven't yet discovered how to type coherently.
