But why would Mr. Weasley be holding on to it for Sirius when he, 
along with everyone else in the WW, believes him to be guilty of the 
murder of PP and the muggles? It is possible that Mr. Weasley had 
it, but I don't think it would be for the purpose of keeping it safe 
for Sirius.

Ahh, very true, very true.   It has to be something we've already witnessed/seen/read about for JKR to say "You'll find out, but the 
real sleuths among you might be able to guess."     Unless, Dumbledore, knowing how close Sirius was Harry's godfather, had it put up with the Weasley's for Harry to have when he got older.  Maybe ?     As for the comment that Debra made about Arthur telling Molly that it came from a Muggle shop, that could be a cover up.   It may not have ever been in a Muggle shop for all we know.    We've seen her get into a fit about the stolen cauldrons, could be Arthur knew she'd blow a gasket if she knew they thought to give Harry a criminal's motorbike later on.  I don't know, maybe not but it's about as close as I can figure out to where it could be.
