So maybe Evans is a common enough name to go unnoticed. But hey, if
Mark's 10, he's most probably living with his parents: the Evans
family - so yet more Evanses to account for. 

Let's say Dudley thinks it's a common name, so does Harry and then it
later turns out there's a connection. JKR knows that although Harry
doesn't notice, we are going to. Uh, it just seems too... it lacks
elegance. I find the whole Mark thing so problematic.

A possible theory is that Granddad Evans had a child on the quiet who
was named Evans. But this illegitimate child concept doesn't seem too
JKR-ish, or children's-book-ish. 

(About Snape: although Sweeping Snape Theories are exciting and
interesting, I doubt they are true. But the fanfiction-writers could
have a go at this...)
