What we can probably all agree on is that Mark Petunia and Lily share 
the name Evans.  In the real world they would say "what a 
coincidence!  Wonder if we're related?"

But this is JKR's world and there's a reason for these Evanses to be 
around at this particular time.  And until JKR tells us what it is, 
we're going to make up our own reasons.

I also doubt there will be any illegitimacy issues in this series.  
It might not be too far fetched that Petunia never mentioned her 
maiden name to the boys out of her own embarrassment of her family.   
I doubt that Dudley ever wondered what her name was and Harry 
wouldn't ask. 

The difficult part is figuring out how the two sets of Evans can be 
connected without that set being a candiate to foster Harry.  The 
only thing I can come up with is that Mark's father was dead by the 
time Harry needed a home.  OR that not only did blood need to be a 
factor, but knowing Lily and Harry as a relative needed to enter into 
the formula. 

I think  the person Mark Evans will have a role to play and I think 
his names Mark and Evans will have a special meaning.  What with all 
the marks in this series and with the emphesis on the vanishing 
spells in OoP (evanesco)
