It is not strange for Lucius not to align himself with the dark lord, because
the dark lord represents power and greatness even if it is the dark arts. As
it was said in the first book when Harry was getting his wand at Ollivanders.
Ollivander said that only that one other feather from the phoenix was used
for another wand that the wizard who had gotten the other feather did great
things but evil magic. Why not align yourself with someone who will be going to
great lengths to achieve a goal isn't that what everyone strives in their lives.
Besides, balance of power always has good allies and bad allies.
