In the book, Sirius says that he ordered the broom in Harry's name,
but specifies on the order form that the money be taken from his own
vault. I assume that there must be charms put on the order forms to
prevent people using another persons vault number - sort of like
using a magical debit card, except that you don't need a card,
because you have your own identifcation as a magical being... kind
of like the magical contracts earlier discussed. Each INDIVIDUAL is
magically bound - and each individual can order money to be taken
out of their own vault, even in another person's name, because thay
have that magical individual identity.
Another possibility is that the money in Sirius' vault automatically
went to Sirius' heir upon his conviction. As Sirius has no children,
and Harry is his Godson, it is possible that Harry has a legitimate
legal claim to the money in that vault anyhow, without knowing it.
However it happened, I imagine that there is magical law involved,
and that the Goblins of Gringotts probably cannot refuse money to
the legitimate magical owner of the vault.
