Thanks, you are both right.  No mention of Lucius' hair in CoS, but a 
definite mention in OotP.  

It does make me wonder if JKR was influenced in any way by the 
appearance of a blond, bewigged Jason Isaacs as Lucius Malfoy in 
movie 2, which came out before she wrote book 5.  

But what I'm implying is probably blasphemous though. And seriously 
off-topic, so I'll shut up. ;-)
