Okay, here's what I think, and why:

First, when I think about Hagrid's genetic makeup and the logistics 
of his conception, I shudder. Still, you have to consider these 
things.

Second, house-elves (*pace* SPEW sympathizers) don't seem quite human 
to me, or to the filmmakers: Dobby is animatronic and the goblins are 
played by little-person human actors.

Third, the Gringott's teller is played by the same guy who plays 
Flitwick.

Fourth, Flitwick is too sweet-tempered to be a full-blooded goblin.

Fifth, I write fanfiction. I specialize in backstories for obscure 
characters.

My conclusion, therefore, is that Flitwick is the child of an ugly 
little-person daughter of a normal-sized family and a well-connected 
goblin from whose perspective she was quite pretty.
