My guess is he has been "reinstated", in that he would be allowed to
learn magic if he decided to take the time. But at the moment, he's
still an untrained wizard; there may be laws against a wizard who
hasn't been properly trained carrying a wand (hence the wand-snapping
upon expulsion).
Hagrid has lived his entire adult life with minimal use of magic, and
is probably just used to it by now. His job, which he loves, doesn't
really require magic; it's his questionable decisions regarding his
little pets rather than his lack of magical ability that have caused
many to question his ability as a teacher. In addition, he now has
Order business to take care of. Overall, studying to become a proper
wizard is probably just not at the top of his list of priorities.
