My read of the events has always been that Dumbledore convinced the
school and the Ministry that Hagrid had not hurt anyone, but, under
very suspicious circumstances, had kept a dangerous creature, the
giant spider, in the castle.
Since the Ministry and the school administration were desparate for an
alternate explaination to what they truly suspected but refused to
admit happened. It was easy to say that the death was a freak
accident, and the petrifications were just typical Hogwarts mishaps,
and wrap the whole thing up by expelling Hagrid.
The situation resolved the way it did, because everyone was desperate
for an explanation other than the Chamber of Secrets and Slytherin's
monster. They couldnt' find the Chamber, they didn't know what the
monster was, they didn't know why the students were pertrified, and
they didn't know how the girl died, and more importantly they didn't
want to know. So, again, they went with the alternate story and hushed
it all up.
I've said before that under the circumstances, Hagrid's explusion was
more that a school matter. It was done at the order of the Ministry,
and can only be reversed by an order from the Ministry. Personally, I
think it high time they got it over and done with, and let Hagrid have
a wand again.
Also, since Hagrid is 'of age', he will not be required to continue
his schooling. He is an adult in the wizard world with 50 year of
admittedly limit experience, but experience none the less.
Give him a wand, and turn him lose, I say.
