Not that I am a canon expert, I don't recall anywhere in the canon
where it is stated that Mrs. Figg is a Squib. And I know for a fact
that in innumerable fan fics she isn't portrayed as such, while Filch
NEVER suddenly acquires magical powers in fanfic no matter HOW poorly
the author adheres to the canon.
And the fact that DD has arranged to have her living in Harry's
neignborhood (it wouldn't be 'one of THEM coincidences' would it?)
would argue that there's more to the old lady "than meets the eye",
as a wizard named Gandalf once said of a couple of hobbits!
