It's not common or easy if they can because look at how old NHN is
and several of the attendees to his Deathday Party in CoS. I don't
have a book here, but didn't NHN say something at the end of OotP
that he was trapped in his neither dead nor alive state as a ghost?
That confers to me that his limbo is permanent. Besides, if I knew
that I could die, become a ghost and then move on to the Great Beyond
when I was ready--then who would not want to be a ghost? Why fear
death at all? You can still hang out and influence the life you
left, you can still converse with those you love, and when your loved
ones die, you can hang up your hanting robes and go on to the Next
Adventure with them. It's too easy then. I think being a ghost has
to be a permanent choice of sorts. A bargain between life and death
where you get the comfort of neither but some benefits of both.
